About Chas Hagan
I’ve spent the last 30 years serving our community, and today, I’m asking for the opportunity to serve you in a new capacity.
My wife Patty and I have been married for 43 years, and we chose Harford County as the place to plant our roots back in 2002. Today, our three children and all our grandchildren live right here in the county. When I talk about the future of our community, I’m not just talking about policy—I’m talking about the home my family shares with yours.
A Career Built on Leadership
I dedicated 28 years to education, including 18 years as a principal leading Harford Technical High School and Southampton Middle School. Those years taught me how to manage complex budgets, lead diverse teams, and, most importantly, listen to the needs of families. Even in retirement, my heart is still in the classroom; I continue to serve as a substitute teacher because I believe our work for the next generation is never truly finished.
Beyond the school walls, I’ve worked to make an impact across Maryland:
- Advocating for Standards: I served as President of the Maryland Association of Secondary School Principals and was confirmed by the Governor to the Professional Standards and Teacher Education Board.
- Community Faith: From serving on the Staff/Parish relations committee at Bel Air United Methodist Church to participating in Habitat for Humanity builds and the senior food ministry, my faith drives my commitment to service.
- Local Roots: Whether I’m at the Bel Air Moose, the Sons of the American Legion, or (humbly) working on my golf game, I am a neighbor who is present and engaged.

Supporting small business growth and local ownership through enhanced grant opportunities and streamlined local banking partnerships.

Balancing development with the preservation of Harford’s rural character. Zoning laws must prioritize infrastructure and school capacity.

I'm running on one simple idea: Citizen-Centered Government. Every issue, every vote, gets weighed by three questions:
Does this make Harford County safer and more secure for our families?
Does this make it more affordable and livable, keeping our rural character, fighting overdevelopment, and easing the squeeze on working folks?
Does this make our government responsive, efficient, and cost-effective—no waste - with people over politics?
